boehner said to obama, quote, i put $800 billion in tax revenue on the table. what do i get for that? allegedly we understand president obama came back to him and said, you get nothing. i get that for free. you get nothing. >> there were a couple eye-opening quotes. a "wall street journal" story before christmas that went through the timeline of how this happened between painer and the president -- boehner and the president. boehner put the rough knee on the table and the president saying that's what i get out of the gate. you get nothing for that, which was a surprise to the speaker. he said if we go over the cliff, that the president threatened boehner, he said i will use my inaugural address to blame you for tax increases and for the fiscal cliff going overboard. that brings out pretty big guns when it comes to a president's bully pulpit. if atlantes to use that to play politics, that's significant. >> i have to bring this up. but how did they get to the point where the speaker tried to bring a vote to his caucus to be rejected? how did they not see that coming in why did he bothe

will prove stronger for obama and boehner? the barrels they're riding in or the power of niagra falls itself? joining me now is politico's jonathan ryan. how about an answer on that one? what's going to protect these guys more? the low expectations people have about them getting anything done or failing to do what they set out to do. they all set the deadline. they have the -- what do you call it. the stakes are clear, the payroll taxes, income taxes, you name it. they put it all together. and if they blow it, who's going to get hurt the most? >> well, i think the republicans right now are hammering themselves in the foot over and over and over again. at some point they may figure out how to stop doing that. but in the short-term doesn't look like that's happening. i think the low expectations right now are only helpful to them if they can get a deal done. it's not clear that can happen. they may even fall short of these low expectations they've had for two years now essentially both sides the white house and the congress advocating their way of getting it done. >> the barrel th

called service members stationed overse overseas. when president obama returns to d.c., he and lawmakers will have just days to avert the so-called fiscal cliff. here is where everything stands. last week house speaker john boehner failed to get his own bill through the house. so now things are in the s senate's court. leaders there will have to come up with a compromise to avert the tax hikes and spending cuts set to go into effect during the first of the year. president obama had been working with house speaker john boehner, trying to get a big deal, but talks fell apart. so hopes for that have all but faded, the president conceding he would accept a smaller measure as long as it includes taxes going up on the wealthiest americans. if the country goes over the cliff, economists warn it could be dire. the average american would wind up paying about $2,000 more in taxes and eventually, savannah, if we go over the cliff and stay there, the economy could dip back into recession. now, lawmakers are also headed back to d.c. in fact, the senate is back in session tomorrow. savannah?

to handling the fiscal cliff obama was looking at 48%. now it's 54%. john boehner has pretty much held steady, 25%, 26%, what have you. so you look at that and you you s see this crisis, other crises where the president and the congress are in a standoff. is it almost advantage the executive because the president's one guy against many? >> his approval rating is going up, he should be in a powerful position. unfortunately for him, the house of representatives is not going along with him because they don't care what the president's approval rating is. most republicans that john boehner has to control are in safe districts. i was looking at this before. only about 10 republicans were reelected in 2012 with a margin of under i think five points. so most of these guys are in safe republican sgridistricts t voted against obama and in 2014 what they care about is making sure they don't have a primary challenge on the right. incentives in the house of representatives are for the aligned with what has to get done.the aligned with what has to get done. >> you hit the nail on the head. i'm

and it's also so infuriating to me when people go on about how obama really believes that the only way to do this is so bipartisan and that he's still waiting for john boehner and mitch mcconnell to become decent. of course he doesn't think that. but he knows that he's not mitt romney saying 47% of the country are people that i have nothing to do with and i don't care about. he knows that he's the president of the people of the united states which includes 47 percent ironically who voted for mitt romney. and so you know, you have to be able to say, well, why is the first african american man to run for the office of president not willing to say as he's running for president, "oh, and by the way i believe in gay marriage in 2008." i get it. it's easy to understand that. and if what that means is that i have to wait for the day that a president says, "i believe in same sex marriage," i'm willing to wait. and i waited and he said it. this man believes what we believe and i actually got a chance to say this to him. >> to obama? >> that, you know, lincoln at one point in the lincoln-dou
